1 Introduction
The term globalisation has become a common buzzword during the last 10 years. More recently, its importance and effects globalisation have become the focus of vivid debates about (inter)national economic policies and business behaviours. Unfortunately, in most discussions and publications it is not clarified what specific issues are addressed, what is to be meant by this term and which viewpoint is taken. Globalisation is often used as a catchall concept to describe a wide range of forces intensifying transnational issues.
Three essential issues that are vividly discussed are not well defined :
1. The existence and importance of global forces in social and economic life. This requires the identification of the different types of globalisation and an estimate of their weight according to geographic location, industrial sectors, social groups, and actively or passively involved participants.
2. Value judgements attributable to globalisation. Is globalisation good or bad? This cannot be answered without clarifying the actors and viewpoints of reference and without separating out the positive and/or negative effects globalisation has on the different groups affected.
3. The viability of (inter)national policies enabling modifications of the tendencies and developments produced by globalisation. This leads to the evaluation of the effectiveness of the policies implemented through governmental acts and by international organisations (e.g. WTO), where the focus is on specific nation state(s) or economic regions as beneficiaries of these policies.
