To insure that everyone excels, bilingual education was developed, but to better regulate this, state and local school districts should fund their own bilingual education systems on the amount spent, better monitoring, and assurance of progress.
Millions is spent on bilingual education every year across the United States. “Over three million students in America have Limited English Proficiency.” Although, states and local government pay for most education funding the federal government also helps in funding these expenditures. “The federal government contributes over 650 millions for student with (L.E.P) Limited English Proficiency.” The percentage of students who speak English as a second language differ in different states. So to keep a close eye on money spent on programs, it is best for the state to control every aspect. For example in “California is home to forty-one percent of all students with a Primary Home Language Other Than English. Before 1998, California had mandated bilingual education for all its students. Disgusted at the failure of bilingual education, software millionaire Ron Unz and sixty-two percent of California’s voters supported proposition 227 titled, English for the Children.
